Clears, then reloads the shipped demo dataset (9,840 rows).

What Reset / Reseed Does

Reset to empty — clears every data table; a fresh install with no rows.
Reseed from demo — clears, then reloads the shipped demo dataset (9,840 rows).
Each takes an internal safety snapshot first and writes an audit_log entry.
Enrollees are briefly locked out (~20 s) while the operation runs.
Not touched: schema, .env config, and auth accounts.
